Actually, you seem to be about right. You don’t mention your setup or equipment, but for an average display, after an instrument-based calibration and profiling - you would expect to see the numbers you describe. 12 in RGB is about equal to 5% of the total spectrum. This is also equal to a change of one L* value (in the Lab spectrum.)
Perceptually, there is not going to be a big difference between 0 and 12. If you have a display with an unusually high contrast ratio, you might get slightly better numbers.
